Higher Educational Institutions (HEIs) entitled to offer full-fledged online programmes for the academic session beginning February, 2025, in strict compliance with UGC Regulations.
Key Provisions & Compliance Requirements
Application & Affidavit
Entitled HEIs willing to offer online mode programmes submitted online applications along with an affidavit ensuring strict compliance with UGC ODL and Online Regulations, 2020 and its amendments, and deposited the prescribed fee.
Conformity Verification
The certified information from HEIs was verified for: 1) Entitlement eligibility criteria, 2) Permissibility of proposed programs online, 3) Adherence to the UGC Notification of Specification of Degrees, 2014, and 4) Prior Regulatory approvals.
Ranking Compliance
HEIs are entitled to offer online programs only as long as they comply with the NAAC or NIRF ranking requirements under Regulation 3(B)(a). Non-compliant HEIs must discontinue programs and inform the UGC.
AICTE Approval Exemptions
Central, State, or Private Universities do not require prior approval/recommendation/NOC from AICTE for offering UG, PG, and PG Diploma programmes in Management, Computer Applications, and Travel & Tourism. Deemed universities still require it.
Regulatory Authorities
Programs regulated by other bodies are considered based on their specific recommendations. HEIs must strictly follow seat limits, recognition periods, and other authority conditions.
Strict No-Franchising Policy
Regulations strictly mandate that Entitled HEIs shall not offer online programmes under any franchise arrangement. HEIs must maintain 100% complete ownership and control over their online programmes.
Entry Qualifications & Duration
HEIs must strictly adhere to the entry-level qualification, admission mode, minimum & maximum duration of programmes, and the required number of credits as per UGC Notifications.
Official Naming Conventions
Higher Education Institutions are required to explicitly label themselves as 'UGC entitled as per University Grants Commission (ODL & Online Programmes) Regulations, 2020' rather than using 'UGC recognized'.
Annexure Compliance
HEIs must scrupulously abide by all terms stipulated in the ODL Regulations and implement all administrative and academic guidelines outlined from Annexure-I to Annexure-X.
Admission Deadlines
The absolute last date for ODL/online student admission for the academic session beginning February 2025 is officially fixed as 31st March, 2025.
Institutional Liability
HEIs are solely liable for the accuracy of their submitted data. Any violations or false disclosures will lead to immediate actions, with HEIs bearing full responsibility for any career consequences to learners.
